Former Sherpa of the Reflection Group on the Future of Europe at the European Council, he was special advisor to the last French Presidency of the European Union and steered its communication strategy as well as its digital strategy. As special advisor to the Vice-President of the European Commission in charge of digital issues, he piloted the report "Towards European Media sovereignty, an industrial strategy to leverage data, algorithms and artificial intelligence" (2019). This report on the digital sovereignty of the European Union makes proposals for the regulation of digital platforms and recommends the implementation of European eco-systemic industrial strategies, particularly in the media sector. It gave rise to several initiatives from the European Commission in December 2020.
Vice-Chairman of the TRIBVN group's board of directors, Guillaume was Director of the European Broadcasting Union from 2013 to 2018. Previously, he was Vice President of McDonald's in charge of Communication, Public Affairs, Sustainable Development and Governance and Digital Director of the Bureau Veritas Group.
Founder and Chairman Emeritus of the think tank EuropaNova, founder of the European Young leaders programme, he co-chairs the Civico Europa network of opinion leaders and contributes to numerous media outlets as an editorialist. He is a graduate of HEC Paris, Sciences-Po Paris and an alumnus of the London School of Economics.
